I would like some advice please on building a modular training
structure which frames job competency; training module/ learning
solution; authorities matrix; career progression.

Hello,

I would be happy to run you through either a competency or strengths
model training program.  First, you must administer a competency or
stregnth test to the high performers in the positions, to get a
baseline of what is needed to succeed in a certain position.  Once
that has been established, then we would put in place our online
training tool that would enable your employees to go through online
modules to help build competencies that they do not currently have. 
The beuty of this tool is that it tracks usage and holds
managers/employees accountable for completing the online training.  It
is a process and not a one off type project.
