?Lieberman and Gortz" was a brand name used exclusively by a popular
mail-order company called Headquarter and General Supplies, based in
Brixton.
?The company flourished between the late 1940s and 1960s, and took
advertising space every week in the press: army surplus trousers,
tents and camping gear... and binoculars.?
The Binoculars were sourced in Germany.
?Strangely, although much of their stuff was pretty naff, the
binoculars were sourced in Germany and were (for the time) very good
indeed.?

I searched for information about Headquarter and General Supplies and
found the following:
?A company called Headquarter and General Supplies of London SE5 -- a
name that many older amateurs will recall as a source of war surplus
equipment. They offered 'War Office Model' binoculars for £3 10s
(£3.50) as well as a wide variety of clothing, including RAF flying
helmets and 'Heavy Gauge WAAF knickers, Air Force Blue.?
