with the rise of English as an accepted second language across the
world and as the first language of international business, science,
medicine, and the language of the internet, fewer Americans today feel
much compulsion to learn a second language. Enrollment in foreign
language studies across the nation in both high schools and colleges
has decreased. Assume you are a consultant on international marketing
assignment who has to write a report on the ability of the United
States to compete in the global market without abundant
second-language skills. Try to write a report that minimizes the
imbalance using two approaches:
a. Try to  make justifiable assumption to modify the universe of all
people so that these two distributions are more similar.
 
b. Write your report assuming that 15% of all students already speak
Spanish as a first language and 5% of all students already speak
Chinese as a first language. These students would not study their
first language in school.
 
c. Write an appendix in your chapter assuming that U.S. students
cannot be taught full mastery in languages that do not use the Latin
alphabet.
