If you are using Windows XP, try using "system restore". It will
restore everything back to previous restore point. By default, this
system restore is enabled in windows XP.
The truth is, Windows will permanently delete files deleted from
recycle bin OR user press SHIFT delete to delete files. Those files
will no longer accessible by Windows. This characteristic is for
protecting users privacy.
Just in case, If the data deleted is important, can try some data
recovery software. My advice is, backup your files periodically.
Backup to CD, removable drive, another partition, network server, etc.
