Hello and thanks for the interesting question. The Saudi Royal Family do trace their heritage back to the 18th century cheiftan "Saud", which may seem to suggest that the "bin Saud" part of Mohanned bin Saud Al-Rasheed's name means that he is a decendent of Saud. However, this is not the case. Saud was merely the first name of his father. No where on the web is he documented as being a member of the royal family. Mohanned bin Saud Al-Rasheed is also not listed as a member of the Saudi Royal Family in the below directory or the family tree. There are no members with a grandfather named al-Rasheed nor the first name Mohanned.
