Should the federal government have special rules or should federal
property be subject to the same laws/rules/regulations as private
property?

Because the Federal buracracy is so often unfair and worse I am
tempted to say same rules, but how could we build a 2000 mile long
highway that was reasonably straight if many of the owners demand 100
times the fair market price for the easement?   Neil
