I am looking for Mills that still sell yarn and cloth scraps for weaving.

you didn't specify if this was in form of yarn or cloth, I would
assume cloth. It would make great "rag rugs" Cut into 1/2 -1" strips
use for the weft in pile rugs. There used to be a women in Atlanta
that made beautiful rugs this way/
