I think you will find that the producers rely on the traders to deal
with exports on their behalf. Certainly, I have not found any
international offices for most of the producing companies I located in
Russia, India and China.
The Indian company Tata International is, among many other things, a
producer of urea "Tatachem has the distinction of setting up the first
urea plant in the country with a 'dual feedstock facility' natural
gas or naphtha, or a combination of both"

China's strategy has been to move from being an importer of urea to
being self-sufficient rather than to being an exporter. (An FAO
bulletin from October 2001 says "At present urea exports from China
are low, however, exports could increase in the fourth quarter of the
year. The Arab Gulf producers are expected to meet demand from India,
Viet Nam and Sri Lanka. The United States increased domestic
production due to lower gas prices."

The Global Urea Report says that exports from the former Soviet Union
have also declined in recent years. The report mentions that Latin
American countries are coming into prominence as producers.
According to the report of Palm and Company at

of urea from Russia were China and India. This implies that most of
the urea production in India would also be geared first to the
domestic market if the country has to import it anyway. The report
also says "Rossiysky Credit Bank advises that the following six
companies are considered reliable supliers: Akron (Novgorod);
Minudobrenia (Perm); Nevinnomyssky Azot (Nevinnomyssk); Toliattiazot
(Toliatti); Dorogobuzh (Smolensk); and Azot (Novomoskovsk)." None of
these have offices outside of Russia. Instead, the report mentions:
"V.T.I. Fertasco Ltd. -(Vneshtradeinvest International Group). This
company is widely known on world mineral fertilizer market with its
branches in U.K., USA, the Netherlands, Bulgaria, the Ukraine, Hong
Kong and Moscow, with its own bank, shipping company and production
facilities in Russia and the Ukraine. The company produces and exports
Urea, Ammonium Nitrate, NPK, UAN Solution, Acetic Acid from Russia,
Bulgaria and the Ukraine."
