I am building a virtual pre-paid wallet multicurrency payment
system. This virtual payment system serve for money transfer and
ecommerce/merchant transactions.
  
I want to integrate an International Multi-Currency Cash Card
sub-system to the Virtual Wallets for ATM withdrawals and POS
purchases. A Multi-Currency Virtual Account will then have a
complementary International Multi-Currency Cash Card tied to it for
real-time transactions.

My questions are:

1. Where Can I locate a cost effective solutions provider/developer for the
Multi-Currency Cash Card sub-system. I will prefer an
open/non-proprietory system /product as our Virtual Accounts are being
developed to run on Linux.

2. Can you locate developers/systems in India/China/Asia Region that
can do a custom development of this cash card system?

2. How do I integrate the  Cash Card sub-system into the Pulse/Star
network for clients from the United States and in the Cirrus/Maestro
network for our International Clients to do automated teller machines
(ATM) and retail points-of-sale (POS) withdrawals/purchases.
