I am looking for information on where I can buy a list that contains
descriptions for most cities in the US. For each city, the list must
contain the state, county and at least three sentences describing the
city. In order for the list to be complete, it must contain 80% of
all incorporated cities in the US, or 80% of the 19,451 incorporated

What sort of description are you interested in for the cities?
I'm not aware of any databases that list virtually all cities AND
include writeen descriptions of them. But there are certainly
databases that include all cities and also include additional
information, such as: state, county, lat/long, elevation, population,
and a few other odds and ends.
Are these of interest? Or do you only want databases with written
sentences on the listed cities?

The descriptions must contain non-quantitative data. Population
stats, elevation, lat/long info can be found at the census bureau.
The sites Yahoo and Wikipedia are good examples of the type of that
interests me - both sites contain descriptions and tourist type
information such as who founded a given city, major events for that
city and more. Unfortunately this data is not for sale but I'm hoping
somewhere it can be found.

along the line you are seeking - all in one convenient place at least.

Correction:
Thousands of US cities, towns and vilages are listed here. Each state
is broken down into THREE categories:
-- Cities, towns, and villages in each state over 6000 residents
-- Cities, towns, and villages in each state between 1000 and 6000 residents
-- Towns, and villages in each state with fewer than 1000 residents
(The earlier references to the state of Arkansas were merely an
example for discussion purposes. Each state is similarly categorized )

If the information is usable. If it's free or it can be purchased,
then it's usable. As mentioned previously, this information can be
found by going to yahoo.com or wikipedia however spidering their site
for this information is not allowed, so I'm looking for a usable
source for this data.
