Since the German educational system has a structure completely
different form the American system, there is no College degree, not
even something vaguely similar. Maybe you would like to ask for
University degrees instead?

France and the UK also have a different education system

Secondly what do you considder 'black'

Germany for example has a very low population of africans but a very
large population of maroccans and turks and they are considderd
'black' there (quite derogatory i might add)

France's population of 'blacks' are from their former colonies and
although they have the right to study and work in france they do not
necessarily need to be citizens

In the UK indians could be considdered 'black' aswell

It is highly unlikely that Indians or other south asains would be
considered "black" in Briatain. The term black is only used in
connection with those of sub saharan African and Afro-Carribean
descent. Official statistics discriminate between a wide variety of
ethnic groups, especially in terms of education and crime statistics,
where there is a vast gap in acheivement between Indian, pakistani,
and Afro-Carribean pupils and students.

Whilst European education systems are different to the american model,
and a simple % college educated number might not be useful, in France
and Britain, though not in Germany, the proportion with university
degrees is a fair comparator, though there is little available data on
sub-graduation higher education. Remember also that most degrees in
Britain last three rather than four years.
