These site enable people who
are moving home to change their address details with multiple
companies through the Interent.

Does that sort of site meet your needs?  

If so, I can certainly search for others.  But I'm afraid that my
English-only language skills will make it difficult to find sites in
other languages.  Although a number of GA Researchers speak other
languages, I'm not aware of any that speak all the European languages
you mention in your question.
