Ok...a while back I got behind on my taxes paid by a few years (I'm
self-employed so no withholdings). I've since set up an installment
program with the IRS that I've been paying on for about a year and a
half.

What I would like to know is if I can deduct the IRS payments that I
made throughout 2003 (the payments were for 2000, and 2001. If so, is
there a special form for this?

I have seen a good bit of information on deducting estimated tax
payments made, but nothing about past due tax payments.
