In addition to learning FrontPage or another application for creating
a corporate library website, what else do I need to know how to do?

It all depends on what you expect the intranet to do. Do you need to
look up books, who has them checked out, what is available, where they
are located, etc? Or just a simple website everyone at the library can
read?

I would like the library intranet to be interactive. 
Users must be able to:
1. Search the catalog of books, journals and journal articles
2. Request a search
3. Request a journal article
4. Email the library staff
