If you are wanting the user that is covered by the privacy act.  The
most you can get is what has already been added.  If it is spam report
it to abuse@

The two answers above are correct.  There are several ways to find out
the sort of information given here.  There are sophisticated tools and
simpler ones.  There are even websites that will show you some limited
information such as http://www.all-nettools.com.  At this site, if you
click on "network", you can use their SmartWhoIs section to find
information similar to that given above.  In some cases the result can
give you a a "clue" as to the location since some IP numbers resolve
to a rather cryptic address with information about the community and
state (at least one large cable company does this.. it abbreviates the
city and state within the information).  Since many people use dialup
and get a different IP each time they go online, and even broadband
users may have a different IP after a while, you can never be certain
who is at the other end of that IP number.
