Looking to have a software program designed that basically is a user
friendly fill in the blank type program that will use the info entered
to create a new folder in windows and name it, then interact with a
flatbed scanner to automatically have the imaged saved in the folder
that was just created.  When the scanning process is completed, user
selects a finished button and the folder is transmitted to a e-mail
account, or sent to a server by FTP software.

Sound simple right?  Well hopefully you can give me some guidance and
tell me what to expect in a custom situation like this.

You mean, just like those programs that come with scanners that scan to email?

No,  I want this to be compatable with any scanner I choose, and be
able to simplify the folder creation and naming for someone who is not
at all computer literate.  I also want to dress up the background with
grapics and put such items such as a logo or something.

If this isn't to be a commercial product, you might find a university
computing science faculty would take this on as a student assignment.

You need a programmer familiar with the Windows API (application
program interface), TWAIN (the interface that scanners use) and basic
SMTP/FTP for email or FTP. A final-year student who's done these
topics shouldn't have too much difficulty in putting this together in
less than a day.

Post your project on rentacoder.com. This project can be done by a
good and professional coder for around $100 or less. Be sure that ,
you have done the enough research to pick the right coder for your
project... good luck.

I agree with mho.
You will get bids at rentacoder, and probably the cheapest you'll get.
