If you posses an EU passport (from the Republic of Ireland) and have
dual citizenship (Ireland and the U.S.A.),can you gain employment in
the EU without establishing residency first? If no,then the next
question is must the first county of residence be Ireland to gain
employment elsewhere?

To work in  Holland, on an Irish passport, with dual citizenship in
the US, must I first reside over there?

I am currently training a recruitment company in the UK on who can and
cannot work in this country.

An EU passport is totally acceptable.  You might like this link:
www.ind.homeoffice.gov.uk although this is for the UK, the EU has, I
believe the same rules.  Be aware that there are EU countries and EEA
countries in Europe and they have different restrictions.  Which
country did you want to work in?
