How can I cause my cell phone to ring, and the text of my new email
message to be read to me, every time I receive a new email message,
WITHOUT leaving my personal computer up and running all the time? I'm
willing to pay modest fees for this. Alternatively are there any web
based forms into which you can enter both a phone number and text,
causing that phone number to be called and that text to be read to the
person who picks up the phone? Note that I am NOT looking for partial
solutions to my problem. I am NOT looking for ways to call in and
listen to my email. (I need it to proactively call me when I get a
new email, not passively wait for me to call and check.) I am NOT
looking for ways to receive a text message whenever I get a new email.
Note, I am willing to use whatever email address necessary for this to
work, it doesn't have to be my current email address.

also i already know about

this is close but not quite good enough because although it provides
1) an alert when you get an email and 2) you can call in and listen to
your email, that is not the same as having it "call you and read you
the text of your new email when you get a new email"
