1.  I want to know if cyber cafes are viable in today?s market (from
what I found cyber cafes have struggled in the past).  Why have they
done badly in the past and if so why improving today?

2.  Suggestions on how to find out if there is a demand for this
service?  How do I market such a business.  How do I find the people
that will use it?

3.  I want to see a site that review the different software packages
out there that are made specifically for "cyber cafes". (Handling
membership and pay as you go tracking software for computers,
wireless, printers and fax etc.)

4.  Solution for collecting the fees for using the computers? 
Mag-striped Card based technology may be expensive (like kinko?s).

5.  Is there any grant money or incentives out there for business that
supply internet access to the public?  And other funding
opportunities out there.

I have read many of the past answers about cyber cafes.  I have seen
the business plan on www.bplan.com for a cyber cafe and
www.cybercaptive.com and would
like to see others if possible (for similar business or cage).  I have
been to several of the
software sites that provide a usage tracking systems.  I have been to
kinkos.com and visited several of their locations to get data?usage
data from the different services from Kinko?s or similar stores would
be very useful.

Any new thoughts are welcome as well!  I?m looking forward to the response!

There's one piece missing from your question. **WHERE** do you want to
build this cafe? Location can make all the difference between whether
you rake in the $$$$ and whether you lose your shirt.

The location will be in New Orleans, LA  possible locations include
near many tourists...near college...or near urban residencial.

I don't know anything about the market in New Orleans, but I can say that:

* Most college students have access to very speedy internet
connections and computers via their school or dormitory.

* Fast connections at home are becoming much more common. People who
need fast home connections would probably rather pay a little extra $$
each month than pay by the hour at an internet cafe.

* People with wireless laptops can easily use Starbucks or similar places.

* Tourists may have use for such a service if their hotels don't offer them

Just my thoughts.

You'll be more likely to get a good response if you raise your price
considerably, or post each of these questions separately. A multi-part
question like this is likely to take quite a bit of time to research,
but at your current price a Researcher will earn only $18.75.
