I am looking for a list of cities in the United States that meet the
following criteria (in order of importance):
a. The city must be progressive (Madison, Seattle, Eugene, etc.)
b. The city must have a college that offers graduate studies for an MPA.
c. An Electrical Engineer can find a job in the city or surrounding
cities (20 miles).
d. New England, Midwest, Mid Atlantic states preferred.

How many cities would you require in an answer in order for it to be
considered "satisfactory"? Are there any regions that you are
specifically -not- interested in?

I suppose 5 or more cities would constitute a 'satisfactory' answer.
I'd like to avoid any Southern States (exceptions: MO, VA, and MD).
Also want to avoid big cities like Boston and NYC.

Further clarification: 'relatively' progressive is fine too.

offers agriculture.

then live and work in NYC
