This encoding seems to be a form of steganography but on a public website.

I don't believe the text on that page has any meaning whatsoever.  It
is randomly generated by a cgi script.  Try reloading or refreshing
the page a few times, and you'll see what I mean.

As the previous commenter said, there is no meaning to the text. It
looks like it is generated by a program called wpoison, which makes up
bogus email addresses to "poison" the email databases of spammers who
use robots to search web pages for anything@anythingelse.something.
It'll keep the robots running in circles, following links to more
automatically generated pages with more bogus email addresses.

the above explanation is correct, with one exception, the page is not
running wpoison, but rather a homegrown system.

http://joyce.eng.yale.edu/~bt/school/faq.html gives all the answers as to
what the script is, does, and even a link to the Perl source.
