Hi there.

PayPal has sort of become the de facto standard for transmitting money
or making small purchases online.  It's sort of taken the place of
what Western Union typically provided before the Internet age.

Getting an account is pretty simple.  You first:

1. Go to http://www.paypal.com/
2. In the upper right of the screen, click "Sign Up"
3. Choose your account type:

Unless you are using your account strictly for business purposes and
have several employees you'll want to have access to it, choose your
country from the "Personal Account" list.

4. Enter your address, name, email address (this is necessary), etc.
5. Choose a password for your PayPal account (this does not have to be
your normal email password, but make sure you remember it)
6. Choose the type of personal account:

If you are looking to simply purchase goods or send or receive money
over the web, click "NO" to the question "Would you like this to be a
premier account?"  By selecting "NO", there will be no fees.  However,
if you are going to sell goods through a web site, or want to be able
to accept credit cards for selling things on EBay, you'll need a
Premier Account, so click "YES".  There will be a fee of 2.9% + $0.30
US for all money paid to you.  The advantage here is that people
sending you money can easily use credit cards and you also can make
direct payment shopping-cart links from your web site.

7. Read through the agreements at the bottom and click "YES" for each
8. In the "Security Measure" section, enter into the box the
letters/numbers you see.
9. Click "Sign Up"

You will then receive an email confirmation and will have to follow
the instructions in that to complete your account sign-up.

Once you're signed up, you can send money to anyone by logging into
PayPal at http://www.paypal.com/.  Then, click "Send Money" at the top
and follow the directions.  Someone sending you money would have to
have a PayPal account and would do the same.
