Suppose that the (once) unthinkable happens: one (or, God forbid,
more) WMD go off in some urban area of the USA. "Gen. Tommy Franks
says that if the United States is hit with a weapon of mass
destruction that inflicts large casualties, the Constitution will
likely be discarded in favor of a military form of government"- in
other words. martial law.

If US government went from democracy to martial law (even
temporarily), what would be the practical day-to-day change for the
vast majority of citizens who do not fit any terrorist profile? Would
the change be primarily psychological? Think of the profound fear,
grief, confusion, and distrust of government that most citizens would
feel. What about observable changes in lifestyle and behavior? Would
you consider emigrating to Canada or another country?
   
Here?s my main question: assume that your family is not directly hurt
in a mass attack, that you live in a small out-of-the-way town, that
you own your home and have savings. Obviously you want a good supply
of food and water, but you also have a family for whom you are
responsible.  Where is the safest place for your assets in a
post-WMD United States? Gold? Diamonds? Dollars? Other currencies? Land in the
US or abroad? Something else?
