Is there a program to convert a Real Audio (.rm) video file to
something else )e.g. .avi or windows media or mpg or something else? 
The ultimate end is to create either a VCD or a DVD.  Thanks for your
help?

I did a google search for:

"convert rm to avi"

I used the quotes in my search.
I got many hits.
Likely, you just need to find a program that you like.
