I came across the term TVO in relation to printed cigarette tipping
paper. It is something to do with a German purity standard. If you
could let me know which standard, then the $10 would be doubled, with
a further $10 if you can point me at where I could find the standard
on-line.

The acronym "TVO" in German regulatory jargon seems to refer to a
purity standard and trace metal testing methods for drinking water
(the full name of the regulatory scheme is "Trinkwasserverordnung"). 
However, references to "TVO" also can be found at various websites in
conjunction with national environmental standards related to the
purity of water involved in industrial processes.  For example, see

It will take more digging to find the details of the applicable TVO
regulations and more information about their possible applicability to
cigarette paper manufacturing processes.

Anything else you can tell me might be helpful? For example: Did you
come across the term "TVO" in a context that specifically indicates
that the paper was manufactured in compliance with a "TVO" standard? 
Who is the manufacturer? Is it made in Germany?  Are other
environmental standards mentioned in connection with its manufacture?

I wonder if TVO might stand for Technikerverordnung (technical regulation).
