Is there an internet service that tracks and then notifies me when a
band or musician i like is playing in my area?  For example, i would
create a list of say 30 bands, and if one of them is in the say Portland
area within say 3 weeks of today, the site will email me saying when
and where, or at least that they are in the area soon.  I'm looking
for a site that keeps track of the list i create on its own, everyday
checking and emailing me when it gets a hit within the coming weeks.

Have you tried the free Google News e-mail alert service?  

://www.google.com/newsalerts

With the right choice of keywords, you should be able to be notified
of new press releases and articles that mention the band(s) you're
interested in, as well as the city name.

Let me know if that's along the lines of what you need.

Has a great 'Notify' Feature and they can notify you by band or venue.

I would also sign up for newsletters from your local ticket vendors
and radio stations, IE : TicketsWest, House of Blues concerts, knrk.fm
and www.kufo.com.
