Thanks for reading my question.

I have invented a great new product that I am manufacturing and
marketing.  It will be ready for sale sometime in late September/early
October.  The product is a piece of outerwear that keeps babies warm
and dry while they are being carried in a front infant carrier like a
Baby BjornTM or SnuggliTM.  Essentially, you can put your baby in the
infant carrier in their regular indoor clothes.  You then put this
thing over the entire baby and the front part of the infant carrier. 
(It stays on because it has elastic on the back.)  There are no
straps, velcro, or other fasteners to deal with.  It's really easy to
use.  (You can see more information about it at www.popoverbaby.com.) 
It has a reversible, removable hood so that the baby can face in or
out.  It is water-resistant, 98% windproof, and protects the infant
from cold down to something like 25 degrees farenheit.  (Yes, I've patented it.)

Here's my question:  I know that there are strict labeling
requirements for all clothing, and especially for clothing intended
for children.  What are my labeling requirements?

I think that there are different requirements for permanent labels
that are sewn into the item than there are for labels and hang tags
attached to the packaging that may be thrown away.  I need to know my
requirements for both.

The product is made of PolartecTM WindPro fabric, which is
manufactured in the USA.  It is being sewn in a factory in
Williamsport, PA, also, obviously in the USA.  Therefore, I already
know I can label the product "Made in the USA."  

I have purchased a license for the PolartecTM name, so I will be able
to use the PolartecTM hangtags that are being provided by the mill.

I suspect I must also list fabric content in addition to origin, care
instructions, and manufacturer's name, but I don't know if there's
anything else I need to put on there, like for example, "Not flame
retardant," or, "Not intended for sleepwear."

Summary:  A. What information must be on permanent labels attached to
infants' outerwear?  B.  What information must be on packaging
containing infants' outerwear?
