Hi. A friend of mine is doing research on world-wide instances of
legislatures banning driving cars with no passengers (there should at
least be two people in every car), for environmental purposes. Could
you please direct me to sites containing info about:

- in which countries these laws where passed (+ the specifics e.g.
duration) [even if this was temporary as a study, it's ok]

- and, what were the results of these laws/studies

You're NOT including laws which provide operation in special commuter
lanes with 2+ or 3+ occupants (a common practice on crowded freeways
or bridges in the U.S.)?

Actually, that's a great example (which I didn't know about as I live
in Canada). It would be great to have more detailed info about the
origins of this law (when passed, etc.) and also any commentary on it.

Also, if I could have examples from other countries that would be
super! (again, the socio-environmental results or other side effects
of such a law are pretty important)
