I am unable to send a web page through my E-mail. Example...If I am
accessing a web page and I want to send it to someone else I click on
File, then send, then Page by E- mail and nothing happens. The file
pop-up menu appears, I click on it, and nothing takes place. All
menu's disappears. I have in the past been able to E- mail a web page
to someone else through Outlook Express but for some reason this
dosen't seem to work no more. Could someone solve this problem for me.

Try sending "Link by Email".

I'm running IE6 on XP and this works for me. What OS/browser version are you using?

Make sure that Outlook Express is set as your default mail client.
(Tools > Internet Options > Programs.)

I am using Windows Me as my operating system. Outlook Express is my
Default mail client. I have tried sending a Link by E- mail, that
dosen't work either,however, Shortcut to Desktop does work.

you had better reinstall your OS that resolve other problems may be you don't know.
