The first step is to find customers who will pay more than your cost
of making deliveries to them. Almost everything is done a bit
differently in California, so you will need to research California law
as well as ordinances in the community. Scrap paper is more valuable
if it is separated into several types. Various kinds of trash mixed
with the paper can cause big problems. I suppose automatic sorting
machines are available, but too costly. Hand sorting is also too
costly, unless you can arrange for free community service persons.
Clean unused scrap paper can in theory be sold for writing notes,
paper construction by small children and as packing material. Quality
control is important as a bad oder or garbage with the paper will mean
you lost a possible repeat customer. The problem is sloppy work as
sorting and most other recycle tasks get boring fast. Possibly you
could recover coupons, and sell them at the flea market for several
dollars per pound. Clippings from newspapers can also be sold, if you
can contact the people who might want them. Hardly any portion of
paper recycling is profitable, so you will need some donations (or
subsidies) to cover miscelaneous expenses. Sorry I have little first
hand experience either. You will have to offer lots more than $2 to
