It seems as if the law only applies in felony cases. Traffic
violations in the morongo basin seem to get pushed through even
without proof, or with a report or ticket that in a court of law would
be considered contradictory. I need to know how to get the State to
investigate or intermine in a traffic offense, local law enforcement
problem.

Why don't you just appeal your verdict?  It'll go to the appellate
court.  That's the way it normally works.

I have a unique set of circumstances. Maybe. How many times in your
life have you been involved in a accident and had a CHP officer as a
witness? Its out of his juristiction so a local deputy does the
accident report. Bam, a month later you get a ticket from the deputy
based upon a report that seems as if its written to support the ticket
not the facts of the accident. What do you do?
Well research and fight, right? Look up CVC 20013- Reports as
evidence, or CVC 20015- No determination of fault. Then read the
report, " Well golly gee Beav. looks he's sayin your both are at
fault, and he's writin you both a ticket, you better ask Dad about
this one."
If you need more clarification then I would be glad to supply you with
report numbers and statements etc.
