I would like a prepaid debit Mastercard/Visa that I can get online. I
want to fund the card via my existing South African issued DinersClub
and/or American Express. I would like to order from companies online,
and although i have a telephone number and a physical address in
Bradenton Florida, a lot of my orders are not delivered as my credit
cards are South African Issued

Toughy! :) Since debit cards are associated with banks, generally, is
there any prohibition on you establishing a US/FL bank account? You
could wire transfer or use an Amex check (you know, those high priced
things they send in the mail to consolodate bills from other credit
cards) to fund the bank.
