Please let me draw you attention to the
Google Answers Pricing Guidelines:

I doubt if one of the Google Answers researchers will accept your
prices as they do not reflect the rather complex nature of your
questions.

I was asking for a quote from a researcher because I had no idea what to offer

Unlike some other question and answer services, at Google Answers the
price is set by the customer; Researchers don't bid on questions. I
would suggest pricing a question involving legal research at $25 or
more. If you do not receive an answer at that price, you can always
increase the fee to make your question more attractive to Researchers
who have access to legal databases.

One caution: Researchers are often reluctant to accept a project that
is asking for "all" of something. It is difficult, if not impossible,
to be certain that one has found all of anything. You are more likely
to get a response if you give a finite number, such as "please find
five cases that meet these specifications."

To reprice a question, click the grey button in the upper right of the
page that is labeled "Change Question Parameters."
