From where can I obtain a european credit card (secured or unsecured)
while not being a resident of europe?

The European system is pretty different from the US one. To get a
credit card you don't need to have a credit score etc. In fact credit
cards are not separate from your bank account and you don't send a
check at the end of the month. To get a credit card you just need to
have a bank account in whatever country and ask for a credit card to
the bank. The money you spent are subtracted from your bank account,
so you don't worry about being late or something.
I saw some difference in British credit cards. You can apply for them
and you don't need to be a British resident. You just need to have a
bank account in good standing anywhere in Europe.
