Immigration
Temporary residence.
Foreign nationals may stay for 3 months. If a person wishes to stay
here for a longer period, he or she is required to apply for an
extension of stay to the Principal Immigration Officer, Central
Immigration Office, Police General Headquarters. Normally such
requests are acceded to provided, amongst other conditions that the
Principal Immigration Officer may require, the person concerned can
satisfy the said officer that he or she has sufficient means at
his/her disposal to subsist on.

Permanent residence.
The Maltese government site explains the procedure for gaining permanent residence.
Conditions are as follows:
1. An annual income equivalent to Lm10,000 or capital equivalent to Lm150,000
2. Remittance annually to Malta an income equivalent to Lm 6,000 and
Lm for each dependent (spouse, child under 21 years, dependent parent
or grandparents).
3. Purchase of immovable property with a minimum value of Lm 50,000
(Lm 30,000 for an apartment) or rent property for at least Lm1,800 per
annum.
4. You must not exercise any occupation or profession, hold any
appointment, seek employment, or engage in any form of business in
Malta.
5. You may not participate in political activities.
6. A bankers certificate is required to show your income or capital.
7. A conduct certificate or character references are required.
8. A copy of marriage certificate (if applicable), and birth
certificate is required.
9. Three passport-sized photographs need to be submitted.
10. A copy of the deed of purchase or the rental agreement for
property in Malta is required.
It takes 3 months to process a residence permit and costs Lm 50.
