I am looking for a topic of current relevance to write a 50 page paper
about, having to do with the new emissions reduction program that the
E.U. will be implementing in the upcoming months (It can be a one or
two sentence topic). The topic should be sufficiently narrow, such as
how the new program will effect a certain industry in a specific
member country, preferably the UK or Spain but not necessarily. It has
to be a current news topic that that will effect the industry in some
way. You don't have to do any research on the topic; I'm just looking
for a topic that has to do with the EU emissions reduction plan (caps
on the amount of greenhouse gases a company can produce) and its
effect on some aspect of businesses in some specific way. I only ask
that that it not be a broad topic (e.g. the EU's proposed emissions
program and its effects on business in Europe) It should also be a
topic that is featured in the current news.
You can stray from this general topic as long as it retains the
essentials (EU REDUCTIONS POLICY AND ITS EFFECT ON A COUNTRY) |

The Future of Air Transport
For aviation to be included in the EU Emissions Trading Scheme there
are a number of issues we would need to work with the Commission and
other Member States to resolve:
--Allocation of emissions. The Kyoto Protocol does not currently say
who is responsible for emissions from international aviation.
Therefore, to operate an EU scheme, Member States would have to agree
amongst themselves a basis for allocating responsibility for emissions
from flights between EU Member States.
--Allowances. A decision would be needed on how to distribute
allowances to the aviation industry.
--Basis for trading. The impact of aviation on climate change is
increased over that of CO2 alone by the range of secondary emissions
released and their specific effects at altitude. The Intergovernmental
Panel on Climate Change report 'Aviation and the Global Atmosphere'
included a central estimate that the impact of aviation emissions was
2.7 times the impact of CO2 alone. A decision would be needed on how
the extra impact of aviation should be taken into account when
designing the sector's participation in the trading regime.

Hey Pafalafa,
Sounds great. I'll be happy with any topic that I can write a paper on
that is a current legal topic in dispute and can be analyzed in a 50
page paper. I need it a bit more narrow though. For example the
effects of the EU plan on the aviation of a specific country's airline
(olympic AIRLINES, BRITISH AIRWAYS). The more narrow the topic the
better as long as it combines the emissions scheme that has been
proposed by the EU for implementation in January of 2005 and its
effect on a specific area of business. I basically want to be the
first to really analyze the topic that you give me. The topic you gave
me below is great but I need something more narrow. I give you carte
blanche in topic choosing. In summation you are 100% on the right
track; I just need it more narrow. Also I greatly appreciate your

Thanks -- your comment was a big help, but I'm still a little stymied
by one thing. Do you just want me to suggest a one or two line topic
for your research? Or do you need more than a simple research topic?
For instance, moving forward with your British Airways suggestion, I
would suggest a topic such as:
Beyond Fuel Efficiency: How British Airways Can Achieve More
Greenhouse Gasses Emissions Reductions Than Can Be Achieved By
Technology Alone.

and involve not only rapid technological changes, but definitional
issues (along the lines mentioned earlier -- allowances, etc), as well
as aggressive use of trading schemes to offset emissions from the

worth of information, it could easily become a 50 page research paper
when the policy background, technological limits, and issue areas are
all more fully explored.
Again, my question to you is: How can I best be of service to you?
What sort of additional information do you need beyond what I've
provided above?

Basically I want it to be a topic of direct correlation between the EU
reductions plan and its effect on an very specific area of industry of
the member countries. One or two sentences is fine as long as it
combines the EU's plan and an area of business. The paper will be a
summation of their proposed plan and then I will analyze how it will
signicantly effect a member countries industry. Give me however many
topics you think my asking price is worth as long as they are current
and novel, something that leads me to writing a paper about the law
