what orlando agency a tourist can send their complain against a
tourist establishment like disneyworld?

There are several ways to send complaints.  One of the better ones is
with the Better Business Bureau.  Links to various Florida BBB
locations:
http://www.orlando.BBB.org/ for central Florida, including Disney
World.
http://www.bbbnefla.org/ for NE Florida
http://www.bbbsoutheastflorida.org/ for southeast
http://www.clearwater.BBB.org/ for western Florida
http://www.nwfl.BBB.org/ for northwestern Florida

Visit http://www.BBB.org/bbblookup/ to help you find the BBB closest
to the place where the company you wish to complain about resides.

Then, at the appropriate site, go to the complain menu option.  This
is probably your best bet if the complaint deals with poor service or
misrepresentation.

In case your complaint has to do with Civil rights problems (ie,
racial/whatever discrimination) you may wish to contact the Florida
Human Relations Commission at http://fchr.state.fl.us/ if you wish to
initiate criminal proceedings.

Another good site is the Department of Business and Professional
Regulation, with its complaint form available at
https://www.myfloridalicense.com/entercomplaint.asp?SID=
