A naval officer, commanding a naval vessel in Vietnam,  was accused of
abusing his command and authority.  It appeared in Time magazine. 
This would have occurred late 1960's early 1970's.  What was naval
officer's name and the name of his ship?

Is this what you are refering to?

The United States Government claimed that North Vietnam had attacked
U.S. destroyers in the Gulf of Tonkin, citing highly classified
intercepted signals of a naval battle. Those signals intercepts have
now been declassified and the reality is highly alarming. The signals
actually described a clash two days earlier that was incited by covert
attacks by the U.S. Navy on North Vietnam.

This may be related to that officer.  This naval officer commanded a
destroyer and I think the name of his ship started with a "V".  He
placed his ship between American ships and North Vietnamese forces,
placing his ship in danger from both forces.  I'm sorry I cannot be
more specific, this did occur quite a while back.
