I need a doctor to write me a letter "to whom it may concern" stating
that Buspar would not be the medically suggested treatment for an
acute anxiety attack in which the patient's blood pressure is 178/144,
and the patient has a history of diabetes, high blood pressure, and
high coronary artery disease
risk. Am willing to pay $100 for this letter.

With all due respect: I do not think that any respectable doctopr
would do that without even having personally checked the person in
question.

just reading between the lines, but if a malpractice lawyer is
requesting that letter before accepting that case, then what you need
is a different lawyer.

I can't find a doctor with the balls to write a letter for me.

No it's not for a lawyer.

It would seem to me a doctor should use his writing instrument,
particularly a pen, and not his balls to write a letter with.
