Once my FAFSA form has been filed and approved, where do I apply for a
student loan if my community college does not offer them?

Read the FAFSA eligibility here:
http://www.fafsa.ed.gov/faq003.htm

Looks like, among other things, you have to be attending a
participating school to apply and receive student loan.

By submitting the FASFA you are automatically applying for student
loans which are offered by the federal goverment.  The federal
government is the issuer of the loan.  If the amount of the loan
offered by the federal government is not sufficient to cover all of
your expenses, then you can apply for alternative loans which are
offered by various banks.  You can apply for these loans online
directly on the banks' websites.  Take at look at the following for
more information:  http://www.vcu.edu/enroll/finaid/programs/loans/index.html
