What is the standard size of a stock option pool in the U.S. for a
non-IT company? My research says it is between 5% and 15% of the
outstanding shares of company stock. Others say the option pool is a
percentage of the equity value of the company.

I would like to know the average size and then basis, i.e. percentage
of shares or equity value, etc.
