I've found you two farmers who grow sea kale commercially in the UK,
where it is fairly well-known to food enthusiasts.

I tried to track down a producer in France after finding what looked
like a good lead from a French researcher whose work was published
around 1990 in the US. However, it's possible his projects fizzled
out, since I found nothing but French webpages saying sea-kale is
grown in England.
"Commercial production has been carried out in several parts of the
north of France since 1988 after preliminary experimental trials in
Brittany (1985) and the Loire Valley (1987)."
