Dear hey_mikey_ga:

Y14 was originally an ANSI standard and was moved to an ASME standard in 1994.

The ASME committee's develop Y14 (and all the associated standards)
and through a consensus and then review process publish the standard.

www.asme.org has more explanation on their FAQ page.

http://www.asme.org/codes/faq.html#HeadANSI

They basically say that ANSI does not write standards themselves but
may accredit or support other organizations that due, like ASME. In
fact you may sometimes see the standard presented as ANSI/ASME Y14.1.

Cheers.
