I have Windows 98 on my home PC which does not have the game Sapce
Cadet Pinball.  Newer versions come with the game Space Cadet Pinball.
  Is the game available for (free) download from a reliable web site? 
If the game is not free from a reliable web site, does Microsoft sell
the game and can it be downloaded?

This web site says the download from another site is not reliable:

Do you have access to a computer that contains the game? I was once
able to transfer the game using a 1.44 floppy, by zipping the relevant
game files and copying it onto the disk. After copying, unzipping and
arranging the files and folder for it, I was able to play it at once.
I believe I excluded some files which were nothing but score files, so
the scores are reset, but the game runs.

hehehe~ I like the game Space Cadet Pinball too
Space Cadet Pinball used to come with Windows 95 PLUS!
it also come with Windows XP Plus, I think u should upgrade to Windown XP Plus
