What are all the resources through which I can I find large numbers of
people, from diverse sources both old and new, interested in starting
their own business as a job transition or their next business?

Mainly asked for "all" resources becuase being a profesional in the
industry there are some that are assumed (examples: Google Adwords,
search engine submission to drive people to our website, forming
relationships with outplacement firms and recruiters, attorneys,
accountants, running newspaper ads, etc).  What I am looking for are
the hidden resources what one might find people that want to start
their own business.  Everyone thinks about starting their own at some
time, I would like to speak to them when they do so that I can tell
them that we will give them professional advice for free.

There are countless 'resources' for locating people interested in
starting their own business and you listed many of them yourself.  The
key to using any resources is getting the qualified prospects to raise
their hand and identify themselves to you as an interested party.

The method I've found to be the most productive in finding only the
most interested of prosects is 'lead generation advertising'.  Think
about where you're most likely to find your ideal candidate (local
newspaper, internet forum, mailing list, etc.) and run a highly targed
ad that will get them to identify themselves as a candidate for your
service.  Since you have experience in starting up a business, write a
5-10 page report on everything that someone needs to do or take into
consideration when starting a succesful business.  Give them several
methods to be able to request this information, toll-free number,
website, snail mail address, etc.  Once they've identified themselves
to you, then you can begin the 'sales cycle' to move them to a
customer of your service.

There are lots of resources available and I can't think of anything
that would get you qualified prospects any faster or any cheaper than
simple lead generation advertising.

P.S.  One resource that hasn't been mentioned yet can be found at your
local library.  Go there and check out their latest copy of the
Standard Rate and Data Source (SRDS), which is essentially a big book
of mailing lists.  Use the SRDS to put together a list of your 'ideal
candidates' then send them a 'lead generation' mailing so that they
can further identify themselves as a qualified prospect.  This can be
done relatively cheap and can generate a consistent stream of quality
customers.
