Dear zucchetto,
The color of the Zucchetto (or "pileolus", as the Catholic clerics'
skullcap is officially called) worn by Monsignori depends on their
actual rank in the ecclesiastic hierarchy. Monsignor is not a rank,
but a title reserved to all prelates with the exception of cardinals.
All other prelates, from patriarchs down, who have received a papal
distinction or are archbishops, bishops, or mitred abbots (among the
secular clergy only), have a right to this title.
The Zucchetto of the bishops is violet, that of other ecclesiastics,
including the prelates, unless a special privilege to wear violet is
granted, black.
So a Monsignor would wear either a violet or a black Zucchetto,
depending on his rank.
