Here's a list of FM Radio Stations in New York City:

I was unable to find any FM station with the Call Letters "WHBO" in NYC;
Is it possible you were confused with WBGO and WHBO?

Also, do you remember what kind of music "WHBO" plays?

There is no whbo.org url.  There used to be an oldies station whose
call letters were WHBO in Lancaster, PA, whose url was www.big927.com
but it seems to have gone mising.

I'm in the NYC area - haven't heard of whbo, but I have heard of WBGO.
 What kind of music does this station play?
