In my opinion this question is unanswerable.

1) There are no credible statistics relevant to how many officers
carry these chemicals.

2) Not every officer who is authorized to carry it actually does. I
happen to work for a police department and I couldn't tell you on a
guess who many officers at any given time were actually carrying mace
(or whatever).

3) Not every officer who carries chemical agents carries "mace" (some
carry OC, CS, CN or any number of other agents).

4) Not all departments who authorize chemical weapons approve of one
particular kind (they allow serveral or many agents) while others
approve of specific types of agent only other than "mace".

5) Not all jurisdications allow officers to carry these types of
agents and in some jurisdictions these agents are even considered
illegal - for anyone to carry.

In my opinion, to pursue these statistics is an exercise in futility.

I can tell you that the agencies that use M26 or x26 tasers probably
dont have the alcohol based pepper spray, but the new "punch" that is
a water base - as to not set suspects on fire with the alcohol and
electricity.

This may be outside the boundaries of what you're asking but often
U.S. postal carriers carry pepper spray as a defense against dogs.

Not to mention constables, bondsmen, parole officers, bounty hunters,
bailifs, animal control officers, code enforcement officials, drug
task force officers, air marshals, Homeland people and a host of other
types of law enforcement officials.

There's just no way to know even if you narrowed it down to only ONE
type of officer.
