I want to find out how much do "web designers" and "programmers" charge
by the hour in the following countries:
Mexico, Venezuela, Argentina, Chile and Colombia ( i will also accept
information consolidated by regions) .   Define their basic skills,
and catalogue them by experience if possible.( source required)
Tip: If i were to do this search by myself I'd look for outsourcing in
this regions, knowing spanish I figure would also help.

First of all as you may know, higher education is or free or highly
subsidized in latin america. So there is plenty options to choose
from, mainly public or private education...

Although the concept of free education seems advantageous, latin
america's education systems is plagued of corrupt teachers unions,
corruption inside public universities and so on. So if you are looking
for a responsible worker, the most intelligent option is to chose
private educated individuals.

I will focus more in the mexican case... there is not a hour salary in
mexico, every salary is weekely, bimonthly or monthly (for a 40 work
hour week). The minimum salary is 120 dollars a month, from my
personal experience a decent IT salary would range between 800 to 1500
dollars a month for a recent private college graduate, or from 400 to
800 for a recent public college graduate (depending on geographical
location, specific development platform, and personal abilities).

This answer takes just in account mexico because it is the most
educated country in latin america, with better IT infrastructure and
well educated human resources.

I migh as well clarify the reason why I am asking this quetion,  I
head of software company  in Colombia currently exploring
international market, so you may understand that I am asking this
question for competitive issues.
