I haven't found exactly the quote you want, but I did locate a report
of Jennings speaking on this theme in response to accusations that
he's a Massachusetts liberal.
"To me, it looks like he went shopping for a district and landed in the
8th," said Marc Lotter, spokesman for the Indiana Republicans. "... Jon
Jennings is going to have a hard time getting his friends in
Massachusetts to go door to door for him in Southwest Indiana."
But Jennings said he only left the state to pursue his dreams. And
those dreams eventually brought him back home. He said he wants his
7-month-old daughter to be raised with the same Midwestern values he
received, and if elected, he will keep the family in Southwestern
Indiana, commuting back and forth on the weekends. He lives in
Evansville, he said, because his wife's family lives in Newburgh. To
call him a carpetbagger smarts.
"Indiana is who I am," he said. "I've lived in Massachusetts, I've
lived in Washington, but my heart has always been in Indiana."

Would you happen to know the context in which he said "It has been my
lifelong dream..."? Was he being interviewed on TV, for instance, or
taking part in a debate?
